Notice from the Department of Industry and Information Technology of Shanxi Province and the Department of Ecological Environment of Shanxi Province on the implementation of peak shift production in the autumn and winter of 2021-2022

In order to fight the battle of pollution prevention and control and consolidate the achievements of the blue sky defense war, in accordance with the "Pollution Permit Management Regulations", "Shanxi Province Air Pollution Prevention and Control Regulations", "Technical Guidelines for the Development of Emergency Emission Reduction Measures for Key Industries in Heavy Pollution Weather" and "Shanxi Province Air Quality Consolidation" Enhance the 2021 Action Plan and other regulations, and hereby notify the peak production work of key industries in the autumn and winter of 2021-2022 as follows:
1. General requirements
In-depth study and implementation of Xi Jinping’s thoughts on ecological civilization, earnestly implement a series of decisions and deployments of the Provincial Party Committee and the Provincial Government on ecological environmental protection, aim at improving the environmental air quality in autumn and winter, adhere to scientific planning, highlight key points, and implement classified policies. “Strategy” management to ensure “six guarantees and six stability”, and effectively promote the production of peak shifting in autumn and winter.
2. Staggered production time
November 1, 2021-March 31, 2021. It will be implemented in two phases, the first phase: November 1, 2021-December 31, 2021; the second phase: January 1, 2022-2022, March 31.
3. Scope of staggered peak production
For key gas industries such as iron and steel, coking, non-ferrous (electrolytic aluminum, alumina), foundry, chemical industry (coal-based nitrogen fertilizer, carbon black), building materials (bricks, refractories, ceramics, lime, cement clinker and grinding stations) Enterprises implement staggered production in autumn and winter.
